When Reagan claimed that government was more often the problem than the solution, he often used Detroit as his prime example. A city with 40 years of uncontested black, Democratic rule has been unable to make the slightest headway on education, entitlement programs, budget, economic growth, violent crime, or drugs. Maybe its because city hall and the Manoogian Mansion have let themselves fall into the lowest depths of corruption and infighting. The phrase about fiddling while Rome burns comes to mind.
